Biden-Era NGO Pipeline Accused of Losing 300,000 Migrant Children

Independent journalist and filmmaker Nick Shirley has released a 43-minute investigative documentary on X examining what he describes as the Biden-era NGO pipeline for unaccompanied migrant children. The film, which was posted overnight and has already gone viral, focuses on government contracts, child transfers, and the struggle to determine what happened after children entered the system.

Shirley describes the operation in blunt terms: “Your tax dollars trafficked over 300,000 children across the United States while NGOs enriched themselves with millions of dollars,” He points to contracts showing one NGO received $895 million, while other organizations collected more than $100 million each. Groups operating in places such as Tucson, Arizona, reportedly received millions during the border surge, but saw that funding dry up after enforcement tightened under President Trump’s administration.

That is an extraordinary amount of taxpayer money for a system that, according to the documentary, could not reliably account for the children at its center. Government bureaucracy is often sold as careful and compassionate. Somehow, this version came with huge checks, incomplete records, and plenty of people suddenly becoming unavailable for comment.

The documentary includes accounts from former Border Patrol agents who said they saw children arrive with identical addresses written on their arms. Flight attendants also describe seeing groups of five to ten children placed on planes at a time. In one confrontation, Shirley presses an NGO employee about what happened to children placed in the system. The woman walks away rather than answer. That may work as a hallway exit, but it is not exactly a substitute for public accountability.

Shirley says the project took months to film across multiple states. His investigation also points to a 2024 Department of Homeland Security Office of Inspector General report. The watchdog found that ICE transferred more than 448,000 unaccompanied children to the Department of Health and Human Services between fiscal years 2019 and 2023. As of May 2024, however, ICE had not issued Notices to Appear starting removal proceedings for more than 291,000 of those children, leaving them without scheduled immigration court dates.

The OIG also reported that more than 32,000 children failed to appear for hearings that had been scheduled. Tens of thousands of release addresses were blank, incomplete, or undeliverable. The watchdog noted that children who miss court are considered at higher risk of trafficking, exploitation, or forced labor. Those are not minor paperwork glitches. They are the kind of failures that demand answers from every agency and organization involved.

Statements from President Trump’s administration indicated that roughly 146,000 children had been located, while nearly 300,000 remained unaccounted for. Additional reports cited invalid sponsor addresses, super-sponsors handling multiple unrelated children, and cases involving abuse or forced labor. The figures and allegations raise serious questions about who verified sponsors, where the children were sent, and how taxpayer-funded groups were monitored.

Utah Senator Mike Lee responded to Shirley’s post with a question that should not require a congressional hearing to understand: “If NGOs are ‘non-governmental organizations,’ then why should government fund them? Defund NGOs!” It is a fair challenge. If public money is being used, the public deserves detailed records, competent oversight, and a straight answer when children disappear from the official paper trail.

The documentary does not merely criticize a policy. It puts a spotlight on the contracts, the missing court notices, the incomplete addresses, and the people who apparently had nothing to say when questioned. Taxpayers are not an endless ATM for institutional confusion. A walk-away is not an answer, and a missing address is not a safeguard.
